Let’s start…

First step

Open new document (50*50) or smaller as you like.

Step Two

Use Gradient Tool () to make something like this

Step Three

Use Rectangular Marquee Tool () to draw a circle

then creat a new layer and fill it with white color.

set opacity 25%.

Finished in just three steps.
